Camilo Rojas Castro: Bringing Integrity and Rigor to Ecopetrol's Procurement
Who is Camilo Andrés Rojas Castro, Ecopetrol Corporate VP of Administration and Services: former acting Minister of Justice and procurement expert.
Among the senior appointments Ecopetrol announced on September 30, 2026, one speaks directly to Colombians’ biggest concern about the company: how it buys and how it spends. Camilo Andrés Rojas Castro became Corporate Vice President of Administration and Services, effective no later than October 6.
According to the company, Rojas will lead procurement and supply chain processes “under the highest standards of rigor, transparency, ethical conduct and integrity.”
Two Decades in Public Leadership
Rojas is an attorney with more than 20 years of experience in senior public-sector leadership, government procurement and institutional integrity. He served as Acting Minister of Justice and Law and as Deputy Minister for Criminal Policy and Restorative Justice, where he led national policies against money laundering and terrorist financing and on asset forfeiture. Colombia’s first National Criminal Policy Plan was approved in 2021 during his tenure.
Procurement Under Multilateral Standards
As Secretary General of the Ministry of Justice, he oversaw procurement, acquisitions, public works and human capital. He also led the justice digitalization project financed by the Inter-American Development Bank (IDB), carried out under multilateral procurement and accountability standards — relevant experience for a company listed in Bogotá and New York.
A Broad Record, Including Hydrocarbons
His career also includes serving as Acting Director of USPEC, Colombia’s prison services agency; roles in the Legal Advisory Office of the National Hydrocarbons Agency (ANH); and appointments as adjunct judge at the Administrative Tribunal of Cundinamarca, the National Electoral Council and the Criminal Chamber of the Superior Tribunal of Bogotá. He also led the law firm Rojas Fiallo Consultores y Abogados Asociados.
He holds a law degree and a master’s in law from Universidad Sergio Arboleda, a master’s in Criminal Sciences from the University of Salamanca, and specializations in Public Law and in Criminal and Criminological Sciences.
Why the Role Matters Now
Ecopetrol enters this phase after a period the company itself linked to alleged corruption, and CEO Joaquín Gutiérrez Caballero has announced a forensic audit of prior administrations. Procurement is where trust is won or lost with workers, contractors, regions and investors.
What to Expect
A few weeks into the role, Rojas has no public results at Ecopetrol to measure yet. What he brings is a verifiable record in anti-money-laundering policy, criminal policy and procurement under multilateral standards. Putting that profile in charge of purchasing is a clear statement of intent.
